Details

Testing on Windows 10 Home, 1709, 16299.19 with Nightly.

STR:
- Create new profile on about:profiles
- "Launch profile in new browser"

AR:
- Nightly launches in the currently used profile, not the new profile

ER:
- New profile is being used for new Nightly instance
Thus bug has now shipped with FF 58. It wasn't in FF 57.
This bug appears to be a duplicate of 1367743.
Yes I believe it is.
