Steps to reproduce:
I can reproduce this 100% of the time.
1. Install or Refresh Firefox (no addons or extensions are installed)
2. Play any video or gif just fine
3. Tools -> Options -> History -> Firefox will Use custom settings for history
4. Check Always use private browsing mode
5. Forced to Restart Firefox to make the change
6. Horrible tearing in videos and gifs. Green squares all over the place
Actual results:
Changed one setting and now I cannot get videos and gifs to play properly without refreshing Firefox or restarting Firefox in safe mode.

Expected results:
Videos and gifs should not tear.
Any chance you could use mozregression tool to find when this started happening?

Sure, I haven't tried it before because I'm brand new to Bugzilla.
Here's what happened. I don't really understand it but maybe someone will or someone can explain how I can do it better.
1. Refresh my Firefox install and test videos and gifs are working fine.
2. Run a new bisection with mozregression tool
3. firefox, 64, opt
4. profile persistence: clone (everything else blank)
5. Use suggested date range of 1 year
6. Every build I test fails to not tear gifs or videos even without changing any settings.
7. Quit mozregression tool
8. Current install of Firefox now no longer plays videos or gifs without tearing. Settings seem unchanged since the refresh. They show Firefox will remember history.
9. Refreshing Firefox allows videos and gifs to work fine again.

I changed another setting and left the remember history setting alone and I'm still getting screen tearing. That was the only setting I was bothering to change before so I thought it was related but it has something to do with changing settings. Perhaps my profile is corrupt or something? Advice on how to test this?
That #8 in comment 2 is really, really strange. It would be interesting to see if restarting the computer at that stage, instead of re-installing Firefox fixes things at that point.
To be clear, this only ever happens when the private browsing mode is chosen at some point?
I can open a private window and browse fine. It's something to do with setting changes. When I'm getting that tearing in Firefox doing a restart with addons disabled will fix it, or doing a Firefox refresh will fix it.
I thought I had it nailed down because it always happened after I tried changing to custom settings for history.
When I said, "I changed another setting and left the remember history setting alone and I'm still getting screen tearing." What I had done was remove Firefox screenshots and Pocket from the toolbar and that was enough to get tearing again. So I was really confused, but now I have customized my bars and am not getting tearing. I also have some addons installed. I'm just using opening a private window instead of changing settings.
I still have the mozgression tool so I'll try it again and update this. If it makes my current install of Firefox start tearing I'll do a computer restart and see if that fixes it.
I know this wasn't the clearest bug report but this is really weird because I don't get tearing in any other programs or games and I only get tearing in Firefox sometimes.
I reinstalled the video card drivers again and now all the mozgression tests are fine and my current browser is fine as well.
I don't understand it at all. The tearing was only happening in Firefox and would fix itself if I did a refresh. I guess this bug is closed.
Interesting, if this comes back, please reopen the bug; in the meantime, what was the version of the driver you were using/reinstalled? As in, what's the graphics section of about:support in Firefox?
