We want to include a list of seed locales into our builds.

The list of locales should come out of bug 1410171.

Aaand it seems to be also on :waldo - we need to start building seed locales into our ICU. We're going to work on a list of locales (bug 1410171) that we'll curate.

I'm not sure what the question is of me here, but certainly first thing I need to understand is what a "seed locale" is.  :-)

Seed locales are incomplete locales that are part of the official CLDR release.

I think it is, maybe not a high priority.

We still have 4 locales in release that are only available in seed for CLDR

But we also have 11 that are not there at all.
