There don't seem to be any references to this in m-c (https://dxr.mozilla.org/mozilla-central/search?q=bulletinboard&redirect=true) and it's listed as a Deprecated Element: https://developer.mozilla.org/en-US/docs/Mozilla/Tech/XUL/Deprecated_and_defunct_markup#Elements.

It can just be removed. <bulletinboard> was the old name for <stack> and left for compatibility but that was many years ago.
