1411117 - Add "bn-BD" and "ne-NP" in Fennec maemo-locale for multi-locale builds

Both bn-BD (Bengali from Bengladesh) and ne-NP have confirmed that they have been testing their work consistently and that the quliaty is good enough to ship at this point.
I'll work on a patch to add them to maemo-locale.

Verified as fixed in build 58.0b17 with the following devices: Huawei MediaPad M2 (Android 5.1.1), Samsung Galaxy S6 EDGE (Android 7.0), Google Pixel (Android 8.0).
