Details
https://treeherder.mozilla.org/#/jobs?repo=try&revision=258ce47f945e&selectedJob=139159207 is a decision task to add another localization to an existing N repack, and the previous had already built the nightly.
Sadly, this job triggered another Nightly build on the same try revision, https://treeherder.mozilla.org/#/jobs?repo=try&revision=258ce47f945e&selectedJob=139159220, which is gonna delay getting the results.
It'd be much better if the new task would use the existing N build on that try revision, https://treeherder.mozilla.org/#/jobs?repo=try&revision=258ce47f945e&selectedJob=138890287

A lot has changed since this was filed. add new task should do the right thing, as should a snowman relpro type action.
