[Steps to reproduce]:
1. Open Firefox and go to about:preferences#search
2. Select "Add search bar in toolbar"
3. Resize window on half of the screen
4. Write a keyword in the search bar
5. Observe the "Change Search Settings" button from the doorhanger.

[Expected result]:
- "Change Search Settings" text can be read entirely.

[Actual result]:
- Only a portion of the text is displayed.

I hope this pushlog is helpful. I couldn't find another one using mozregression, because the versions of Firefox are too old.

[Additional notes]:
- I couldn't reproduce this bug on Windows 10 x64 and Mac OS 10.11.
