When you lcick on a file to download, and don't select a file location to save
the file to, the elapsed time counter increments, so, say, if you leave it for
10 minutes, the instant the file starts to download, the dialog reports 10
minutes have elapsed. This affects the KB/Sec report as well

Steps to Reproduce:
1.click to download a file
2.wait a while before selecting a file location
3.

Expected Results:  should not start counter until download commences
Except that download commences when you click on the file...  We spool it to a
temporary area, then move it once the download is done and the user has told us
a filename.
