Product has rightly pointed out that the visual indicator, sumo article, and ability to block clients that (mis)use accessibility API, might confuse users. We should test it out via a shield study!

Some pieces we'll need:
* Turn the indicator feature off by default on 57.
* Add telemetry for users clicking on the indicator
* Add telemetry for users using the 'Prevent accessibility services from accessing your browser' checkbox.
* A PI request to test the indicator with popular examples of clients from the various buckets (AT, corp spyware, ...)

David and I had a quick chat about this. The finer details of this study are TBD. Tentatively this is slated to run on release57 and this study will *not* gate the 57 go-live readiness. "accessibility.indicator.enabled" pref will be disabled by default on 57. Tracked in blocking Bug 1411591.
