[Steps to reproduce]:
1. Start Firefox
2. Visit a webpage that has a login form so the password key appears in urlbar
(I used twitter)
3. Login to website
4. Dismiss the password doorhanger by clicking somewhere in the page (so the pass key remains there)
5. Move the cursor on top of the pass key

[Expected result]:
- Icons from Site identity panel have the hover effect applied one the cursor is 
 focusing any icons from the panel. 

[Actual result]:
- Hover effect is not applied when moving the cursor to password icon.

[Regression range]:
- This is not a regression, it reproduces back to old Nightly when no hover effect existed on identity panel.

Maybe this should be in Theme, not sure.

Component: Address Bar → Site Identity and Permission Panels
This is by design. It's supposed to signify that this doesn't open the site identity doorhanger, but its own panel.
