It looks fine on my 9/15 build (when Nav4.6 and Viewer have the same width
window). I'll look at it after pulling today.

Bug also occurs in apprunner 1999-09-17-13-M11 on Windows 98 SE.

I saw the problem on a 9/17 am Viewer. The "guilty" column was very wide. After
some changes Kipp made, I repulled later that night and the problem went away.
For some window widths the "guilty" column will be slightly wider than Nav4.6.
This could be due to the "Rebuild guilt list" font being slightly wider and/or
differences in table layout.

With the Sept 27th (1999092708) build, the problem is not occuring.
