Steps to reproduce:
1. Go to about:telemetry
2. Tap the "disabled" link to the Privacy submenu.
3. Make sure the "Telemetry" option is checked.

Actual result:
- Telemetry data upload remains disabled in about:telemetry even if the pref in settings is checked

Expected result:
- Telemetry data upload be enabled in about:telemetry if the pref is enabled in settings

If we are not able to enable/disable telemetry in pref page it would be P2 or higher, and luckily not the case here, so P3. Btw in my test it seems the about:telemetry always shows "disable" no matter it's checked in the pref or not.
