14149 - Tooltips don't disappear

Run apprunner and move your mouse to the mozilla-button on the bar to the
bottom.
The tooltip will open.
If you move the mouse away, the tooltip stays. Even minimize/maximize doesn't
help, and it stays in front of other applications, including the task bar.

reassigning to hyatt as p3 for M12. I assume that this is the same work as
needed for menus, but since tooltips aren't part of the beta we could fix this
one by disabling them.

My hands have deteriorated to the point where I can no longer type.  I need
help.  If you think you can fix this bug on your own, please take it away from
me.  If you'd like to volunteer to be my hands for a specific bug, then I'll be
happy to come up to your cube and sit with you and fix the bug (assuming you
have the patience for that).

I can't verify this as of November 11, 1999 - the tooltips are no longer there.

Going on comments made by claudius & trudelle's comments above, this has been
fixed by disabling them. Marking verified fixed.
