Steps to reproduce:

Using W10 with VS 2017 with Spanish locale,
launching a new build with "mach build" 


Actual results:

The build stops with the error:

"UnicodeDecodeError: 'utf8' codec can't decode byte 0x20"

The cause is a configuration with the string "Nota: inclusión del archivo:" instead of "Note: including file:"

Possible related to bug 587372?


Expected results:

Continue the build process
Pretty sure this is a dupe of bug 1414060 - does that look right?
