Steps to reproduce:

I created an SVG which contained a symbol element.  This symbol has a viewBox attribute.

I then created a 2nd SVG which contained a use element.  This 2nd svg did not have a viewBox attribute

Actual results:

The svg is not rendered


Expected results:

in all other browsers the svg is viewable
