My preferences are set so that command+enter in the location bar should open a
new tab, it doesn't.

Reproducible: Always
Steps to Reproduce:
1.set preferences so that command+enter should open new tab.
2.type an address into the location bar
3.press command+enter

Actual Results:  it loaded the address typed into the location bar in the window
that was already open.

Expected Results:  opened the page in a new tab
