Pixel Perfect is an extension that allows web developers and designers to overlay a website with semi-transparent image layers for comparison between mockups and website layout.[1][2]

It may be integrated as a new main panel, maybe combined with the existing measuring tool. The features should include the following:

- Load multiple images from the hard drive and display them as layers within the page
- Remove individual layers
- Move (and maybe resize) the layers via drag & drop within the page
- Change the opacity, size and position of each layer via controls
- Hide individual layers
- Lock individual layers, so they are fixed on the page and can't be moved or interacted with
- Invert individual layers

PS: Pixel Perfect is currently based on the Add-on SDK, so it doesn't work from Firefox 57 onwards.

I'd vote for this to remain as an extension (so, ported to WebExtensions API). I fail to see the value of this being built-in, especially when people don't really seem to be doing pixel-perfect designs anymore, due to the high flexibility of the web in terms of devices and screen sizes.
