Details
If running Webex in a background tab, the audio drops after a few minutes. It will start again if you switch back to the tab quickly enough.
Possibly the throttling heuristic should be modified for tabs with active audio streams.

We try to account for audio in background tabs, but maybe we are missing WebRTC. Andreas?

For budget throttling we should account for WebRTC, but we don't for the once per second throttling. Could it be that and of so, maybe we should?
