Details

For a long time, warnings-as-errors has been disabled on Windows PGO builds due to weirdness. We inadvertently re-enabled it recently on DevEdition builds and ran into some difficult to diagnose bustage as a result. We should look into fixing whatever issues are currently there and re-enable it again for better consistency across our various build configs.
