1416447 - "Translation Saved" notice in Pontoon overlaps with translation suggestions

"Translation Saved" notice overlaps with translation suggestions, so every time you hit Enter to save a translation you have to wait for it to appear/disappear, before you can select any suggestion. In the same time, on the left pane we have a little rectangle on the left of the string which changes colour (to green) once you save a translation. That might be enough to visualise the success of the saving act. So for those of us who don't want the notice in the bottom appear after every saving act, I'd ask either make that optional or move the notice in the upper (right) part of the screen where it could not overlap with anything and shrink the notice pane to the size of "Translation Saved".

But before you can start we need to find the new location for the notice.

I suggest we simply move the notification bar from bottom to the top, because the header is not used very often in translate view. Notification bar also closes when you click on it.

That is, to avoid overlapping more important parts of the UI.
