User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:52.0) Gecko/20100101 SeaMonkey/2.49.1
Build ID: 20171109103929
Steps to reproduce:
I have middle-click-pasted onto empty space in tab bar
Actual results:
the link in current selection gets opened in current tab (instead of new tab)
Expected results:
new tab should be opened when I didn't click on any existing tabs
the behaviour in 2.46 and before worked the described way

fix: opens new tabs until 2.48, does not in 2.49.1
Version: SeaMonkey 2.48 Branch → SeaMonkey 2.49 Branch
> I have middle-click-pasted onto empty space in tab bar
I'm not following?
Does that have anything to do with:
browser.tabs.opentabfor.middleclick
middlemouse.contentLoadURL
middlemouse.openNewWindow
middlemouse.paste
Is the "tab bar" the same as the "url bar" (location bar)?

it's the "tab bar" that contains the tab headers, configurable in "View"/"Show/Hide"/"Tab bar"
I don't think any of those settings are related to this:
browser.tabs.opentabfor.middleclick causes opening clicked link in new tab
middlemouse.contentLoadURL causes load url from selection buffer when pasted wherever in the page except edit boxes (paste) and links (open link)
middlemouse.paste causes middle click to paste content to urlbar or edit box
middlemouse.openNewWindow - should affect if the middlemouse.contentLoadURL opens new tab or not
I do have them all turned on (on linux by default, on windows manually).

2.49.1 on windows 10, middleclick on opened tab closes the tab, middleclick on the empty place in tab bar doesn't do anything.
