A recent change has resulted in frequent judder/tearing when smooth-scrolling pages. Previously everything was vsynced well so while frames might've dropped occasionally, under most circumstances it was perfectly smooth. It seems to be worse on complex pages like Twitter but I even see it occasionally on Bugzilla.

Sadly I don't know exactly which change produced it, but it's either the 58 update or the Fall Creators Update for Windows 10 (which definitely changed some things on the graphics end for them - at the very least, they fixed the interaction between nvidia gsync and multiple monitors. I do have gsync enabled.)

Is there any diagnostic information or logging that might indicate why this is happening? All the hardware acceleration stuff is still working according to about:support, and I have the latest drivers.

I caught some scroll judder using Shadowplay, and it appears that the compositor is periodically dropping from 60hz to 30hz. You can see this if you single frame step through the video (it should be relatively obvious to your eye when the judder kicks in, assuming you have an eye for these things).
