Details
media.resampling.rate and media.resampling.enabled allow to easily simulate sampling rate of audio cards we may not possess. It has allowed to diagnostic and found problems quite a few times. We should re-add those prefs, it was a mistake to have make it a 48kHz constant, especially as all audio cards support 48kHz

While this is technically a regression, I'm going to mark it fix-optional for 59 as it's not user-facing.

I'm removing the regression keyword here to remove this from the triage tool's "Regressions without status flags" pool of bugs. It seems more like a backlog item at this point.
