Firefox 57 copies Chrome and puts the "Menu" items inside a hamburger icon at the top right of the window (this is a mistake, in my opinion, but whatever). Luckily I can still go to View -> Toolbars -> Menu Bar and use the Menu Bar like I always have.
The problem is that when I do this, the hamburger icon is still there in the top right. It's useless to me/I will never click it; I have the Menu bar at the top of the screen. So I shouldn't see the hamburger menu/icon anymore while the Menu bar is active.
What problems would this solve?

This solves the duplication of menu items and doesn't show the hamburger icon when it's not needed.
Who would use this?

Everyone who decides to show the Menu toolbar (File, Edit, View, History, etc.) below the Title bar.
What would users see?

More space in their search and address bar, or more space for custom add-on icons that they actually use.

We use the Firefox menu to show notifications such as add-on permission updates and update-restart-needed notices. Hiding the Firefox menu button when the menubar is enabled would make those notifications inaccessible.

Surely you could just show it when a notification is created. Don't take the cheap way out, please.
