Steps to reproduce:
1. Start a new instance of firefox
2. Goto settings
3. Goto Certificate
4. Press show Certificates
5. Add exception
6. Enter "https://localhost" as certificate to get
. Click get certificate mutiple times
Actual results:
The certificate window keeps expanding in size
Expected results:
The window should stay the same size

I'm unable to reproduce this on both a build from 2016-01-16 and today (2017-11-16). I used mozregression[1] to test this.
What does your certificate window say? Mine says "No Information Available, Unable to obtain identification status for this site".

Since I can't reproduce this on a clean profile I'm going to close this as invalid. Please flag me for "needinfo" if you can still reproduce this on a build in Safe Mode (go to about:support and click on "Restart with Add-ons Disabled").
