Steps to reproduce: 1. Enable gfx.webrender.highlight-painted-layers 2. Right click on any page and choose Inspect Element 3. Move your mouse over different DOM elements in the DOM tree in the devtools Inspector panel. You will see a yellow or red overlay covering the entire viewport.
