Steps to reproduce:

Since there is a network tab in the devtools, a toggle for offline mode and network throttling (that is currently in Responsive Design Mode) should be added there.

Toggling a checkbox in the already open devtools is much faster than pressing ALT+F and O, or clicking three times in the menu. RDM is not always needed and consumes space when you just need to test page speed.

Chrome has put them together too in the network tab.
