chosing "View:Reload" from menu disables Reload menu item

Details

- start apprunner
- choose "view:reload" menu item
- watch page reload
- go back to the view menu. "reload" is now disabled.

However, the reload button on the toolbar is still enabled.
even after you visit different pages, the reload item never re-enables. it's
stuck disabled until you quit.
