1418357 - PDF re-renders on hide/show toolbars, causing flickering (iPad only)

Hide/Show the top toolbar, the screen will blank out as the PDF redraws.
The blanking is ~200ms.

Can't repro on iPhone.

See also https://bugzilla.mozilla.org/show_bug.cgi?id=1417152 which is a PDF rendering crash in WKWebView.
We are disabling hiding the toolbar when showing PDFs to see if this improves the crash rate.

I think if we modify how we do show/hiding of toolbars on the iPad we can make sure this doesnt happen. 

Instead of resizing the frame of the webview setting a contentOffset on the webviews scrollView allows content to appear below the toolbar without resizing the webview. (this is how safari works)
