STR: enable night mode, scroll page, observe scrolled area is white then fills in with content See video attached
I don't think this is strictly related to Night mode, only that it is more visible in Night mode. See video without Night Mode On. -> https://www.youtube.com/watch?v=2-Ocbzz5hxE. Also noticed this behaviour in Safari. This was tested on cnn.com on master eedc08e7349.

Landed on master and v10.x. (Fix is for blank areas being black rather than white during scrolling)
