Steps to reproduce:

Tried to save a pdf from here:
https://www.techrepublic.com/article/pro-tip-reboot-android-into-safe-mode-for-easy-malware-removal/


Actual results:

On Note 8 it would not produce a correct pdf.
On Samsung S5 it did


Expected results:

proper pdf on both devices should have been produced.

Works on my Samsung S7 Edge (Android 7.0) with Nightly 59.0a1. Looks more like device specific, P3.

I've also tried reproducing this, but everything worked fine. 
Devices: Nexus 6P(Android 8.1.0) and Samsung Galaxy Note 8 (Android 8.0.0)
Can you install latest Nightly and retry?
