Steps to reproduce:

On Firefox Quantum (57.0) under Windows 7 64-bits, normal tab (not privacy) there's no Screenshots item under page actions menu on any website even on the Firefox screenshots tour page... See the attached screenshot - not taken with Firefox (ironically)



Actual results:

Firefox Quantum 57.0 update rolled 2 days ago, works fine, but there's no screenshots page action available even tough it's publicly advertised on the Firefox tour... Kind of a fail since it's a new feature.
