I don't know if this is a big problem for Thunderbird, but I occasionally see examples where user had other recent crashes but no other reports were submitted.

I've seen this in a lot of places. I always thought crash data just got submitted automatically, because that is what the crash window says. Then I read how to go to about:crashes. Upon discovering this, most machines will say this data was "throttled", meaning it was not sent. So, I've sometimes gone on a computer and sat there for 5 minutes submitting, then hitting the back button and submitting again and again to get them sent in, sometimes months after the crash. This data must be useful somewhere to making the product better.
