Details

Not only is loading tabs on-demand the default setting, but the option was removed from the UI. 1. Into the location bar, enter about:config?filter=browser.sessionstore.restore_*demand 2. Press the big button to bypass the warning. 3. In the search results, if browser.sessionstore.restore_on_demand isn't at the default value of true, right-click it and choose Reset. You can also double-click browser.sessionstore.restore_pinned_tabs_on_demand to set it to true, making pinned tabs only load when clicked as well.

In the future, you can avoid this kind of confusion by not leaving the description blank and actually writing a proper bug report. https://developer.mozilla.org/en-US/docs/Mozilla/QA/Bug_writing_guidelines Since there's already a bug report for opening bookmarks on-demand, I'm marking this as a duplicate of that.
