We discussed this in #developers on IRC and kmag said that there's a bug with test-verify in that it ignores the skip-if rule for Android. Fixing that would be the solution for this bug, but I'm not sure who needs to do that and therefore in which component this bug should be filed. Kris, can you please comment on that?
