"Add new jobs" is failing.

Looking at the console, the request that is failing is the GET to:
https://treeherder.mozilla.org/api/project/try/runnable_jobs/?decision_task_id=FLNJGe-dSNWF3G8XBNM_HQ

This is failing with an HTTP 503 after 20 seconds, which means it's hitting the 20s API max request time threshold.

As such, this is a continuation of bug 1288028, which appears to have gotten worse recently (bug 1288028 comment 9). I'll dupe over there are tweak the bug summary, since the existing comments/context would be good to keep.
