Details

Every time I exit Fx59 and immediately restart it there is a pause before Fx opens up. I estimate the pause at around 7 seconds. When I run the program called CCleaner, which I've set up to delete some Fx stuff, it will give me a message that Fx59 is still running and should it be closed.  If I wait at least 7 secs before starting Fx again I have no issues at all.

I ran Sysinternals Process Monitor after shutting down Fx and saw many entries in the network data window called "Process Profiling".  According to the timestamps on the records it lasts for around 7 seconds after Fx shutdown.

Could you be sending Telemetry data to a Mozilla service after a presumed shutdown?  I have Telemetry disabled in Options. I find this entry in Config, 'toolkit.telemetry.enabled = true'. It is locked and can't be changed from true to false. Could this be the culprit?
