New Tab Settings.png
Currently toggles for `Additional Content` are displayed in New Tab Settings, which is confusing if you set your new tab to show anything other than Top Sites.
Let’s combine the two screens (do not delve down for New Tab choice), show `Additional Content` options only when `Top Sites` is selected.
Add label to Settings that shows current selection.
Change `Additional Content` label to `Customize Top Sites`
Nit: the title should be `New Tab` and not `New Tab Settings` (label should match previous label and saying Settings within Settings is redundant).
