I'm not sure we can do this, given: https://dxr.mozilla.org/mozilla-central/source/build/upload.py#343

Specifically that option is only needed on buildbot run repacks, but those still happen at the moment on beta/release for Firefox, and for all builds on Thunderbird.

Huh. I was sure I grepped the code base and didn't find any uses. I guess that is why there is review. Thanks for checking.
