Steps to reproduce:
Click "Open" in the download dialog
Actual results:
File is saved to a temporary folder and may be deleted by Windows
Expected results:
Current behavior matches IE, however most of the current generation of browsers save the file to the default download directory and open it. I believe this is also the default behavior on Mac.
The current behavior is unintuitive for users who are not familiar with old IE or Firefox behavior or are switching from Chrome, and could result in data loss as a user assumes they have saved the file permanently.

This is basically what we are trying to do in bug 1306336. Changing this will likely take quite some time.
