Steps to reproduce:
I use (outlook.live.com) - Beta Version to access my web mail. Whenever I am doing the following = Highlighting a Message or Waiting for a Message to Load, Firefox Refresh command causes the entire Folder List on the left and the Message Commands on Message Highlight (Delete / Read or Unread Toggle / Flag / Pin) to "Bounce" Left to Right and shift the Horizontal Positioning of the Number of Unread Messages Inside That Folder, the Message Commands, and the Time Message Was Received. This also occurs if you move your mouse around but do not click on a message or folder. It just looks Messy / Unpolished. Understand that it is a Microsoft site and they probably want me to use Edge, but shouldn't matter what browser I use. This problem didn't appear on Opera 49.

Expected results:
What should happen is nothing should "bounce" around Left-to-Right during loading, selecting or highlighting a message.

Hello Chris,
I have tested this issue on Firefox release 57.0, latest Firefox release 57.0.1 and latest Nightly build 59.0a1 (2017-12-04) and could not reproduce it. I have accessed my Outlook mail, enabled Beta version and performed several actions such as selecting, reading e-mails, focused some, refreshed the page and everything worked as expected.
I've tested these actions on different positions for the Reading pane ("Show on the right" and "Show on the bottom") and the e-mail action buttons (Delete, Mark as Read/ Unread, Flag, Pin) were correctly displayed, even after refreshing the page.
Also, when I hovered over a message or a folder, the elements were correctly displayed.
Can you please retest this using latest Firefox release and latest Nightly build (https://nightly.mozilla.org/) and report back the results ? When doing this, please use a new clean Firefox profile (https://goo.gl/AWo6h8), maybe even safe mode (https://goo.gl/AR5o9d), to eliminate custom settings as a possible cause.

Is this issue also reproducible on the non-beta version?
If you don't mind, could you attach a screen recording with the issue?

This issue does not occur on the Outlook Non-Beta site. Also, I think it is odd that you cannot reproduce it at Mozilla, even with extra steps I did not try.
I tried to upload a 10-Second Video showing the problem captured using Windows 10 Game Recorder / Xbox App, but apparently a 19 MB video file (MP4 Format) is too large to post. It sometimes takes a few seconds to appear. You need to increase the Attachment Limit for videos if you want users to show proof of bugs for the coders to fix. Then, once the bug is confirmed and fixed, the attachment can get deleted from the Mozilla server to make room for more uploads. I don't know what other file format I am supposed to use without the video quality then being grainy.

I've performed further investigations on a different OS, Windows 7 x64 and still didn't manage to reproduce it. Maybe it is related to something that is specific to your setup or maybe I'm not doing something right.
Regarding the size of the attachments for screen recording, it's not something that's in my power. But, if you have a Google account (gmail, drive etc.) please try to upload it to Google Drive and provide the sharing link. I'll try to debug it further after that.

I have a new computer made for gaming and this problem no longer appears. My other computer had an AMD Radeon 8330 CPU and Video Chip combined. It couldn't handle Microsoft Minesweeper (newer Windows 10 version on the Windows Store) without hesitating and crashing or refreshing Microsoft Outlook web mail.
