browser.tabs.loadBookmarksInTabs: Bookmark context menu has wrong default item

Steps to reproduce:

0. Make sure browser.tabs.loadBookmarksInTabs is set to true.
1. Right-click any bookmark.

Actual results:

The Open menu item is displayed in bold, indicating it as the default command. This is inconsistent with actual behavior — left click opens in a new tab, as per preference in step 0.

Expected results:

The Open in a New Tab item should be displayed in bold. Open should be displayed normally.

Judging by the browser toolbox, it looks like we just always set default="true" on the Open menu item, but I can't find where in the code.  Should be easy to add a pref listener that moves the attribute.
