When a URI is visited and an error 404 is returned the browser continues to
display the URI in the visible UI.

URIs that return 404 should not be visible, imo, as it causes the history list
to become cluttered and there are very few reasons to revisit a URI returning 404.

Steps to Reproduce:
1. Goto a URI that returns 404 
2. Check the history list, the URI is there
