Steps to reproduce:

1. Open the following URL.
    https://codepen.io/YusukeNakaya/pen/ZXmJjj
2. Move your mouse cursor on the lower half of the page.


Actual results:

It's consuming CPU/GPU resources so high. CSS animations on the page are sluggish.


Expected results:

CSS animations on the page are smooth. When you test it with Chrome, you will see even though it's consuming CPU/GPU resources high, which is less than Firefox, CSS animations on the page work smoothly.
