This (optional, third) argument is no longer used since bug 1417844.

Unfortunately evalInSandbox has more optional arguments, so this needs a careful audit of hundreds of callers.
We also have to worry about Thunderbird and legacy/system add-ons here?

No. I'm sure the Thunderbird folks would appreciate a heads up, but it's up to them to deal with any fallout.

Any system add-on without in-tree tests is the sole responsibility of its developers.
