Steps to reproduce:
1. Using Stable, Beta, or Nightly, visit https://news.ycombinator.com with TalkBack enabled.
2. Touch somewhere in the site. Sometimes an initial piece of content will speak, but touching content doesn't seem to produce speech feedback.
3. Swipe right or left. Sometimes speech feedback suggesting that focus is moving will be provided, even though touching web content provides no speech.
4. Touch outside of the web content area--the address bar, for instance. Notice that spoken feedback is provided.
5. Swipe right or left. Notice that focus switches only occur between the address bar and surrounding controls. The page content is entirely omitted, and there is no longer any way to move accessibility focus back into the page's content.
Actual results:
Accessibility is broken, as per the above descriptions of what happened at various steps.
Expected results:
I should be able to touch page content, or to swipe back into it later.

Tried this with Beta and Nightly and I'm afraid I can't reproduce that part. If I tap into the URL bar and then swipe right, focus eventually ends up back in the content area for me. The only potential issue that I can see is that when focus reaches the menu button, I have to swipe right twice before the focus continues moving and ends up in the content area.
The rest of your description basically boils down to bug 1396238, I think. I'm leaving this bug open for investigating the potential swiping issue, though - maybe somebody else can reproduce this?

You're visiting https://news.ycombinator.com? I just force-killed Nightly, reopened it, revisited that page, touched the address, swiped right several times, and focus never entered the web content area again.

Yes, I did, although the choice of page shouldn't really make a difference for the behaviour of the address bar (except possibly for about:home, which isn't a normal page). Maybe this behaviour is specific to some devices/OS versions? Come to think of it, I should test this with our tablet UI as well.
On my phone (Android 6.0.1, Moto G4 Play), I actually noticed rather the opposite problem: Once the focus was in the content area, swiping further when reaching the beginning/end of a page wouldn't return the focus to the address bar.
