Steps to reproduce:

I click a bookmark folder on the Bookmarks Toolbar. The dropdown opens and it has more bookmarks than are visible, so it needs to scroll. 


Actual results:

When I scroll with my mouse or trackpad, the scrolling is kind of janky or doesn't work at all. I've noticed that scrolling often works upon first opening one of these bookmark dropdowns, but not afterward.


Expected results:

I should be able to scroll smoothly and without problems within bookmark dropdowns.

Update after some testing:

It appears that the scrolling problem occurs when you're scrolling and your cursor has hovered over a folder in the dropdown long enough for the folder's contents to be showing.

For example, let's say I have a mega-folder in my Bookmarks Toolbar that has 50 subfolders and I'm scrolling through that mega-folder. If I pause long enough for the contents of one of those subfolders to pop up, then scrolling with stop working on the mega-folder.

Thanks for the follow-up comment, that makes it clearer to me. We could make the mouse scroll exit the folder popout.
