I'm getting a variety of reports about permanent tab spinners since the tab warming stuff (bug 1397426) landed. Notably, this behaviour is being experienced even though warming is disabled.

I think we should back out the warming stuff until I understand what's happening here.
Apparently, I didn't need to file this bug to do this. The backout and the subsequent work will happen in bug 1397426.
