This bug doesn't require much description as it is simple to reproduce:
When scrolling down a page (for instance an online news paper) that features
flash objects (advertisments), one isn't able to scroll the web page (the
browser scrolling) when the pointer hovers over the flash-object, so one must
first move the pointer OUT of the flash-object area, before continuing to scroll
the page.
This can be annoying with large flash objects.
Maybe you should require the user to click once in the flash-object(or do
something else interactive with it) before hooking the scroll-events there.
(Button 4 and 5 in linux/X11, I presume)
