Steps to reproduce:

1.) Install nightly from "https://www.mozilla.org/en-US/firefox/channel/desktop/"
2.) Open C:\Program Files\Nightly\firefox.exe (Open nightly) 
4.) Click three line menu icon > customize... > Themes... > Dark (set theme to dark)
3.) Click three line menu icon > help > About Nightly > check for update > restart to update nightly (update nightly) 



Actual results:

The visual theme looks like the default theme colors with the dark theme's dark text. 
The customize page is completely blank/white


Expected results:

The theme should of remained the same. 
The customize page should look completely normal.

Occurs on dirty or clean profiles.

Correction:  The visual theme looks like the default theme colors with the 'light' theme's dark text.

It also happens in linux, and it was also reported regarding macOS (https://bugzilla.mozilla.org/show_bug.cgi?id=1424456)
